Chief Executive Officer, National Foundation for Australia-China Relations

Gary Cowan took up his role as CEO of the National Foundation for Australia-China Relations in March 2024. Gary is a senior career officer with the Department of Foreign Affairs and Trade (DFAT). Gary served overseas as Australia’s Representative in Taipei from 2018 to 2021 and earlier in roles in Australia’s missions in Beijing, Shanghai, and Tokyo. In Canberra Gary served as the First Assistant Secretary, North and South Asia Division (later South and Central Asia Division) from 2021 to 2024, managing Australia’s relations with Japan, the Republic of Korea, India, and the countries of South and central Asia. In earlier roles he headed Australia’s international climate policy and negotiations team at DFAT and the Department of Climate Change and Energy Efficiency and was speechwriter for the Minister for Foreign Affairs. Gary holds a Master of Public Administration (MPA) from the Australia New Zealand School of Government (2010), and a Bachelor of Laws (Hons) (1997) and a Bachelor of Arts (Hons) (1995) from the University of Sydney. He speaks Mandarin.

Scott commenced as Australian Ambassador to China in January 2024. Prior to taking up this role he was Deputy Secretary International and Security in the Department of the Prime Minister and Cabinet.

Previously Scott has served in the Department of Defence and the Department of Foreign Affairs and Trade. He has also worked in the Office of the Prime Minister and the Office of the Minister for Defence. His previous diplomatic postings were to Seoul, Beijing and as Consul-General in Honolulu. Scott is a graduate of the University of Melbourne and has a master’s degree from Monash University. He is married with three adult sons.

MICHAEL (JINGHAN) ZENG

Professor, City University of Hong Kong

Professor Jinghan Zeng has been named in the World's Top 2% Scientists list by Stanford University and Elsevier for five consecutive years since 2021. His research interests lie in politics and international relations, with a focus on China. He is the author of Artificial Intelligence with Chinese Characteristics: National Strategy, Security and Authoritarian Governance (2022), Slogan Politics: Understanding Chinese Foreign Policy Concepts (2020), The Chinese Communist Party's Capacity to Rule (2015) and over thirty refereed articles in leading international journals. He is also the co-editor of One Belt, One Road, One Story? Towards an EU-China Strategic Narrative (2021).

Before relocating to Hong Kong, Professor Zeng spent 13 years in the UK, where he built his academic career. At 31, he was appointed Professor of China and International Studies at Lancaster University, becoming one of the youngest full professors in Britain. Simultaneously, he served as Director of its Confucius Institute


DIANE HU

Research Fellow at the Centre for Contemporary Chinese Studies, University of Melbourne

Dr Diane Hu is currently Research Fellow at both the Centre for Contemporary Chinese Studies (Asia Institute, Arts) and Melbourne Centre for Cities (ABP) at the University of Melbourne.

She has been a major academic/commentator on China's relations with Australia and Asia, studying diverse issues of Chinese investment overseas, public opinion, higher education and China literacy. She has also extensive teaching and practicing experience in Chinese, translation and ESOL.

Associate Professor, Security Studies and Criminology, Macquarie University

Dr. Courtney J. Fung is Associate Professor in Security Studies in the School of International Studies at Macquarie University. She is concurrently Non-Resident Fellow at LSE IDEAS; the Fairbank Center for Chinese Studies, Harvard University; at Asia Society Australia, and at the Lowy Institute. Dr. Fung was a Fulbright Scholar at Georgetown University in 2024 through the DFAT-funded Professional Scholarship in Australian-American Alliance Studies. She was previously an associate professor with tenure at the University of Hong Kong, and a post-doctoral fellow with the now-Columbia-Harvard China in the World Programme.


VAUGH BARBER

Chair, China-Australian Chamber of Commerce

Mr. Vaughn Barber has over 29 years of experience in China and the Asia-Pacific region. He currently serves as the Chair of the China-Australia Chamber of Commerce and is Co-Founder and Director of Arafura Strategic Advisory (ASA), a consultancy specializing in facilitating cross-border trade, investment, and strategic partnerships between Australia and China.

Previously, Mr. Barber spent 26 years with KPMG China, holding senior leadership roles including Global Chair of KPMG’s Global China Practice, Co-Head of Infrastructure for KPMG China, and Head of M&A Tax for Asia Pacific. He has successfully advised on numerous landmark transactions and complex cross-border investments, assisting Chinese state-owned enterprises and private corporations in their global expansion, including projects under China’s Belt and Road Initiative. His expertise covers a wide range of sectors, with particular emphasis on infrastructure, energy, and financial services.

Since retiring from KPMG in 2022, Mr. Barber has continued to actively foster Australia-China bilateral business relations. At ASA, he leverages his strategic insight and commercial acumen to support clients in navigating cross-border opportunities, particularly in agribusiness, AgTech, and other high-value industries.

Mr. Barber is fluent in Mandarin Chinese. He is a Fellow of the Hong Kong Institute of Certified Public Accountants and a Chartered Accountant in Australia and New Zealand. As one of six recipients of the Australia China Council’s inaugural Australia Young Scholars in China scholarship, Vaughn spent 1988 studying in China – an experience that laid the foundation for his career and ongoing commitment to Australia-China relations.

Kandy Wong returned to the Post in 2022 as a correspondent for the Political Economy desk, having earlier worked as a reporter on the Business desk. JENNIFER PARKER

Expert Associate, ANU National Security College

Jennifer Parker is the principal and founder of Barrier Strategic Advisory. Having served over two decades in the Royal Australian Navy (RAN) as a warfare officer, she holds a number of university and think tank affiliations, including as a Non-Resident Fellow with the Lowy Institute, an Expert Associate at the National Security College, Australian National University and as an Adjunct Fellow in naval studies at the University of New South Wales Canberra. Jennifer is also an International Fellow at the London based Council on Geostrategy.

Published in a number of major Australian newspapers, Jennifer is regularly featured in Australian and international print, digital, radio and TV media. During her time in the RAN Jennifer specialised as a Principal Warfare Officer, including undertaking deep specialist training with the Royal Navy in Anti-Submarine Warfare Officer. Jennifer has extensive operational experience from the Middle East to the Caribbean, and most areas in between. She has undertaken a series of naval appointments nationally and internationally in areas including force design strategy, career management, international exercise planning and operations. That included service as an exchange officer with the Royal Navy and as second in command of HMAS Darwin, one of the Royal Australian Navy's guided missile frigates.


RICHARD MCGREGOR

Senior Fellow, Lowy Institute

Richard McGregor is Senior Fellow for East Asia at the Lowy Institute, Australia’s premier foreign policy think tank. He is a former Beijing and Washington bureau chief for the Financial Times and the author of numerous books on East Asia.

His most recent book, Xi Jinping: The Backlash, was published by Penguin Random House Australia as a Lowy Institute Paper in August 2019. His book on Sino-Japanese relations, Asia’s Reckoning: China, Japan and the Fate of US Power in the Pacific Century (Penguin Books, 2017), was called “shrewd and knowing” by The Wall Street Journal and the “best book of the year” by the Literary Review in the United Kingdom. In late 2018, it won the Prime Minister of Australia’s Literary Award for Non-Fiction. His book, The Party (Penguin Books, 2010), on the inner workings of the Chinese Communist Party, was translated into seven languages and chosen by the Asia Society and Mainichi Shimbun in Japan as their book of the year.

Richard is also a Senior Associate (Non-resident) at the Center for Strategic and International Studies (CSIS) in the United States. He was a visiting scholar at the Wilson Center and George Washington University in Washington, DC from 2014 to 2016.


SOPHIE SMITH

Deputy Head of Post, Australian Consulate General, Guangzhou

Sophie Smith is a career officer in the Department of Foreign Affairs and Trade (DFAT). She is currently serving as Deputy Consul-General at the Australian Consulate-General in Guangzhou. In this role, she covers engagement with provincial governments across south China and is responsible for reporting on political and economic developments in the region. She has previously served overseas as Vice-Consul in Chennai, India. She has worked in a number of policy roles in Canberra, primarily focussed on multilateral trade and investment. Prior to joining DFAT, she worked as a staff member to former Prime Minister, HE the Hon. Kevin Rudd AC. Dr Timothy Kendall commenced as Australia’s Consul-General in Guangzhou in March 2024. He is a senior career official with the Department of Foreign Affairs and Trade. He has previously served in Australian diplomatic missions in Beijing and New Delhi. Julie has also held a number of roles with global mining company Rio Tinto in China as well as Australia from 1997 to 2019, over 22 years. She was appointed to her current position with Fortescue Metals Group based in Perth, Western Australia in May 2020.

James Zeng

KEJUN JIANG

Head of Carbon Neutrality and Climate Change Thrust, Hong Kong University of Science and Technology

Jiang Kejun is a Full Professor in the CNCC Thrust under the Society Hub of HKUST(GZ). Before joining the HKUST(GZ), he was a Senior Researcher at the Energy Research Institute in China. In 1993, Kejun Jiang began his research on climate change related to energy policy analysis, focusing on energy technology policy assessment, energy supply policy assessment, renewable energy development and energy conservation. In 1994, Jiang worked on Integrated Assessment Model (IAM) development for energy and GHG emission scenarios and policies, His analysis focused on China and globally. He is currently working on policy assessment for energy and environment policy by leading the Integrated Policy Assessment Model for China (IPAC) team. Jiang's major focus includes energy and emission scenarios, energy policy, energy system, energy market analysis, climate change, local environment policies and international negotiations. Since 1997, Jiang has been part of the IPCC for Special Report on Emission Scenarios and Working Group III Third Assessment Report, leader author for IPCC WGIII AR4 Chapter 3, WGIII AR5 Chapter 6. WGIII AR6 chapter 3, and lead author for GEO-4 Chapter 2, member of Scientific Adversary of GEO5, vice co-Chair of GEO6. His recent research projects include energy and emission scenarios for 2050, a roadmap for air pollution control, an assessment of fiscal policies including energy tax and carbon tax, the potential for energy targets in China, development of an Integrated Policy Assessment model etc., He completed his PhD at the Social Engineering Department of Tokyo Institute of Technology.

Jill was the finalist for 2016 Australia China Young Alumni of the year and top 100 Gen T in China by Asia Tatler in 2019. In 2020, Jill was awarded ’Social Impact Award’ at AmCham Future Leaders of the Year Award and she was selected as the top 25 Finalists for the 2022 WE Empower UN SDG Challenge in 2022. JEREMY SARGENT

Jeremy is a legal consultant and entrepreneur with over two decades of experience in China-related business and law. He is the Founder of JSA, a consulting firm that provides commercial and legal advisory services to foreign companies operating across China.

Jeremy began his career after completing postgraduate studies in law in the UK and a two-year training contract with Stephenson Harwood in Hong Kong. In 1998, he moved to Guangzhou to help establish the firm’s first Mainland China office. Over the next decade, Jeremy played a key role in building the firm’s China practice, supporting clients on corporate and commercial matters, M&A, regulatory compliance, employment, and more. By 2004, the firm had expanded to Shanghai, and Jeremy had become a partner working closely with teams in Hong Kong and London.

Before TroubleMaker, Henk developed the LED perimeter systems for the Dutch soccer league, developed 3 meter high, headphones shaped, LED furniture for Nokia, and created a working prototype of a French fries vending machine.
